KATHMANDU: The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has initiated disciplinary action against two government employees accused of remaining abroad after obtaining foreign residency permits and staying absent from office for an extended period.
In a public notice, the ministry said the employees had failed to return to their assigned offices after the completion of study leave or extraordinary leave and had continued residing overseas.
According to the ministry, both employees, who served as computer operators, remained absent long after their approved leave periods had expired. The ministry stated that they had obtained temporary and permanent residency permits abroad.
Under Nepal’s civil service laws, government employees are prohibited from obtaining or applying for foreign residency status while holding public office.
The ministry stated that civil servants are required to report back to duty within 30 days after the completion of approved leave. Their continued absence has been treated as a violation of the Civil Service Act, 2049.
As a result, the employees have been asked to submit clarification within 15 days with supporting evidence. The ministry said the case could lead to disciplinary measures, including disqualification from future government service.
If satisfactory clarification is not provided within the given period, further legal action will proceed in accordance with existing laws.
The ministry also said it has intensified efforts to identify and review the status of other government employees who may be living abroad while remaining absent from duty or out of contact for long periods.
Minister for Land Management, Cooperatives, Federal Affairs and General Administration Pratibha Rawal said the government is strengthening oversight to improve accountability and discipline in the civil service and that decisions will be taken in accordance with the law.
