What will RSP lawmakers learn in 12-hour orientation?



KATHMANDU: The Rastriya Swatantra Party (RSP) has launched a two-day, 12-hour orientation program aimed at equipping its newly elected House of Representatives (HoR) members with essential knowledge and skills required for parliamentary duties.

The program, scheduled for Tuesday and Wednesday, is designed to provide lawmakers with a comprehensive understanding of parliamentary practices, policy formulation, legislative procedures, and the broader responsibilities of public representatives.

Party leaders say the orientation reflects RSP’s effort to build a more informed and effective parliamentary team as it steps into a larger national political role.

Focus on parliamentary system and responsibilities

A major component of the orientation centers on the structure, functions, and powers of Parliament. Former secretary Suresh Adhikari will lead a session explaining how Parliament operates, including its institutional roles and responsibilities.

Similarly, former law secretary Toyanath Adhikari will brief lawmakers on the lawmaking process, highlighting how bills are drafted, debated, and enacted within the federal parliament.

Policy direction and national context

RSP vice-chair Dr Swarnim Wagle will deliver key sessions on the country’s current situation, party commitments, and the expected role of lawmakers in governance.

His presentations are expected to connect national challenges with the party’s policy direction, offering lawmakers clarity on their political priorities and responsibilities.

Vice-chair Dol Prasad Aryal will also address participants, sharing insights from the election campaign and offering strategic guidance for the party’s parliamentary approach.

Understanding purpose, teamwork and leadership

At the outset, Arnico Panday will outline the objectives and importance of the orientation, setting the tone for the sessions ahead.

The program also includes group-building exercises led by Megha Ale and Anil Chitrakar, aimed at strengthening coordination, teamwork, and internal communication among lawmakers.

Participants will be divided into 15 groups for discussions and collaborative activities.

Technology and modern governance

In a notable addition, IT expert Dovan Rai will conduct a session on artificial intelligence and algorithms, introducing lawmakers to the role of technology in governance and decision-making.

The inclusion of such a topic highlights the party’s emphasis on innovation and data-driven policymaking.

Learning from peers and experience sharing

The orientation will also feature experience-sharing sessions from RSP lawmakers including Shishir Khanal, Toshima Karki, Sobita Gautam, Hari Dhakal, Manish Jha, and Biraj Bhakta Shrestha, among others.

These sessions aim to provide practical insights from election campaigns and early political experiences.

Structured and disciplined approach

The program begins at 10:00 am each day, with lawmakers required to attend in formal attire. It includes opening ceremonies featuring the national anthem and tribute to martyrs, followed by structured sessions, group discussions, and networking opportunities.

The party has also issued a six-point directive to ensure discipline and effective participation throughout the orientation.

With this initiative, the RSP aims to prepare its lawmakers not only to participate in Parliament but also to actively contribute to governance, policymaking, and public accountability.
