KATHMANDU: Various proposals and reports, including a proposal to amend the party statute, have been presented at the closed session of the Nepali Congress dissident faction’s national gathering in Sukedhara, Kathmandu.
Congress leader Bimalendra Nidhi presented a political report at the closed session. The report states that party leaders and cadres who contributed to various movements and struggles of the Congress are being humiliated in the name of generational transition, without following due process and procedures.
Nidhi’s report also stated that it would be inappropriate to pressure members who had already renewed their active membership within the deadline set for the 15th General Convention to update their membership again.
Meanwhile, Congress leader Ramesh Lekhak presented a concept paper on amendments to the party statute. He proposed a provision under which, in general, one person would be allowed to hold only one party position at a time.
Lekhak’s concept paper also proposes that a special general convention should not be held when less than six months remain before the end of the Central General Convention’s term, when six months or less remain before a national election, or after the party has decided to publish the schedule for its Central General Convention.
Similarly, Dr Prakash Sharan Mahat presented a report outlining the direction of the Nepali Congress’ economic and social policies, while leader NP Saud presented a proposal on contemporary political issues.
Discussions are underway on the reports and proposals presented at the closed session. Congress leader Mohan Basnet said the reports and proposals would be endorsed with necessary decisions on Sunday following the discussions.
Basnet also claimed that there were procedural errors in the process of calling a special general convention. According to him, the party president or general secretary cannot unilaterally call or approve a proposal for a special general convention without a decision from the Central Working Committee.
He argued that the procedure prescribed by the party statute must be followed when calling a special general convention.
