KATHMANDU: Several provisions of the Vehicle Management Procedures Directive, 2060, have been amended to simplify the registration and ownership transfer processes for new and used vehicles.
Under the revised provisions, vehicle registration and ownership transfer can be completed without the vehicle owner personally visiting the transport management office.
Key changes under the revised provisions include:
Recognition of dealer inspections: Vehicle inspections conducted by dealers will be accepted as final, eliminating the need to take vehicles to transport management offices for re-inspection.
Registration and ownership transfer through an authorised representative: A person authorised by the vehicle buyer through a power of attorney can complete registration and ownership transfer by appearing at the office with their original identification document, the buyer’s photograph and the buyer’s original identification document.
Simplified insurance and renewal: Vehicle owners will no longer need to be physically present to obtain or renew vehicle insurance.
Technical access for biometric verification: Transport management offices will provide vehicle sellers, distributors or companies with the necessary technical access to collect biometric details during ownership transfers.
The Ministry of Physical Infrastructure Development expects the amendments to make vehicle registration and ownership transfer simpler, more convenient and more service-user-friendly.
