KATHMANDU: Nepali Congress General Secretary Bishwa Prakash Sharma has presented two major policy proposals during the closed session of the Special Convention, targeting both the Prime Minister’s office and proportional representation within the party.
Sharma proposed that the same individual should not serve as Prime Minister more than twice. He stated that this step would end the recurring practice of repeated leadership and reduce growing dissatisfaction within the party.
Reviewing past practices, Sharma pointed out that electoral alliances have failed to deliver expected benefits to the party.
“Elections are held, new governments are formed, yet the same person continues as Prime Minister. This repeated practice over the last one and a half decades has increased public dissatisfaction, made leadership unpopular, and failed to deliver meaningful results,” he said.
Sharma also suggested that the two-term limit for Prime Minister should be codified in the Constitution, with the Nepali Congress taking the lead in initiating the reform.
In addition, Sharma introduced a new proposal concerning proportional representation. He suggested that individuals who have once been elected through the proportional representation system should not be eligible for the same system again, calling it the “one-time proportional, final proportional” principle.
“I have proposed that a person who has once received proportional representation should consider it as final. Let’s have an open discussion on this matter,” Sharma said while presenting his political report.
He further recommended that central committee members and office bearers should be elected from lower committees to become convention representatives. Sharma said this would ensure fair opportunities for party members and strengthen democratic practices within the Nepali Congress, while also encouraging the emergence of new leaders.
