Government announces restructuring of health insurance program

KATHMAMDU: The government has announced plans to restructure the national health insurance program as part of its policy and programme for the upcoming fiscal year.

The announcement was made during a joint session of Parliament where President Ram Chandra Paudel presented the government’s annual policy and programme on Monday.

According to the policy document, the government aims to shift the country’s health system toward an integrated service model, making healthcare more cost-effective and citizen-friendly. It also plans to ensure access to basic hospitals in all local levels across the country.

The policy further states that the role, capacity and service coverage of community health workers and female community health volunteers will be expanded.

Under the new plan, telehealth services will be introduced to provide specialist consultations to citizens in remote areas.

The government also announced the establishment of a “Centre for Digital Control” for disease surveillance and control, along with a National Health Accreditation Authority to improve the quality of healthcare services.

To strengthen epidemic preparedness and biomedical research, a National Biomedical Laboratory will also be set up at the federal level.

The policy emphasizes prevention and awareness in tackling cancer and non-communicable diseases, along with regular screening and lifestyle-based interventions.

Mental health has also been recognized as an integral part of public health, with plans to implement a national mental health policy, expand yoga and meditation programs, and promote community-based health initiatives.

Additionally, the government has announced the establishment of a modern disability rehabilitation center and special programs for children with intellectual disabilities, including assistive technologies.
