Karnali Chief Minister Kandel criticizes federal govt’s centralized mindset



KATHMANDU: Chief Minister of Karnali Province, Yamlal Kandel, stated today that the implementation of federalism remains a significant challenge due to a persistent centralized mindset within the federal structure.

Speaking at a program organized to mark the 8th anniversary of the Office of the Chief Attorney in Karnali, Kandel expressed frustration over the difficulties faced by provincial and local levels in exercising their constitutional rights.

The Chief Minister noted that even a decade after the promulgation of the constitution, the execution of federalism has not met public expectations. He argued that the traditional and centralized approach of the federal government has created complexities in the daily operations of the other two tiers of government.

Kandel emphasized that while the legal framework for federalism exists, the practical devolution of power is hindered by a lack of political will at the center.

According to Kandel, the inability to fully implement constitutional provisions has directly impacted service delivery and the overall development of the province. He called for a shift in perspective to ensure that provincial and local governments can function autonomously as envisioned by the constitution.

The Chief Minister concluded that without overcoming these structural and mental barriers, the true essence of a federal republic cannot be realized for the benefit of the citizens.
