NC proposes greater youth representation, lateral entry in party structure



KATHMANDU: At the Nepali Congress special general convention, General Secretaries Bishwa Prakash Sharma and Gagan Thapa will present organizational and political reports, respectively, during the closing session scheduled to begin at 8 a.m. on the following day.

According to secretariat sources, Sharma’s organizational report proposes significant youth participation across the party structure. The report recommends representation of 20 members under 30 years and 20 members aged 30–40 in the central committee. Similarly, in the provincial committees, 10 members under 30 and 10 members aged 30–40; in district committees, 6 members from each age group; and in ward committees, 4 members from each age group, will be included.

The report also reiterates previous proposals regarding leadership and tenure: an individual can serve as president once, prime minister twice, minister three times, and parliamentarian four times.

To make the party structure more inclusive and effective, the report includes a provision for “lateral entry,” allowing individuals from various professions and sectors to join the party.

Additionally, the report proposes building an international structure through overseas public relations committees. Current and former chairpersons of each country’s committee will become members of an international council, and a 27-member International Public Relations Committee will also be formed.

The convention’s closing session will discuss the reports, and the final decisions will be ratified by the delegates.
