KATHMANDU: A farewell program was held for outgoing Chief Secretary Suman Raj Aryal and a welcome ceremony was organized for newly appointed Chief Secretary Govinda Bahadur Karki at the Office of the Prime Minister and Council of Ministers on Thursday.
Speaking at the event, Aryal said he was retiring after nearly three decades of civil service and expressed satisfaction at having received the opportunity to serve the country and its people.
He said that leading the civil administration during the sensitive period following the Gen-Z movement was challenging, but cooperation from political leadership, Prime Minister Balendra Shah’s advisers, constitutional commissions, civil servants, security agencies, and public institutions helped him successfully carry out his responsibilities.
Prime Minister’s Political Adviser Asim Shah said that while elected governments are temporary, the bureaucracy serves as the permanent government and plays a crucial role in running the country.
He emphasized that cooperation between the government and civil administration is essential and said civil servants are ultimately evaluated based on their performance.
Shah said individuals who contribute to nation-building are never truly bid farewell, adding that the government would continue to benefit from Aryal’s experience, knowledge, and working style. He also expressed hope that the civil administration would become more effective under the leadership of Chief Secretary Karki.
Newly appointed Chief Secretary Karki pledged to carry out his responsibilities with integrity, impartiality, and accountability. He also committed to effectively implementing the government’s policies on civil service reform for the improvement of public administration and the civil service.
During the program, Political Adviser Shah presented a letter of appreciation to Aryal on behalf of Prime Minister Shah. Officials from the Prime Minister’s Secretariat and the Office of the Prime Minister and Council of Ministers expressed gratitude for Aryal’s leadership, contribution, and dedication, while extending best wishes to Chief Secretary Karki.
