KATHMANDU: Harka Sampang has objected to Deputy Speaker Rubi Kumari Thakur supporting Prime Minister Balen Shah during Thursday’s Constitutional Council meeting.
Sampang, who is also a member of the House of Representatives, expressed serious concern over the ordinance related to the Constitutional Council and the process adopted for appointing the new chief justice.
In a statement issued on Friday, Sampang said it was wrong to bypass Parliament and pressure the head of state into promulgating the Constitutional Council ordinance.
He argued that such actions could not be justified under any circumstances.
Sampang also accused the government of committing another “serious mistake” by recommending Manoj Kumar Sharma, who is fourth in seniority, for the post of chief justice.
Expressing dissatisfaction over the move, he alleged that the government had ignored established legal procedures and acted in line with political and legal interests.
According to Sampang, the appointment may have been intended to influence decisions related to issues such as the cooperative fraud cases and the “Gen Z” protests that took place on September 8 and 9, 2025.
He further claimed that topics such as the Millennium Challenge Corporation compact and the State Partnership Program (SPP) were raised during discussions on the chief justice appointment in an attempt to create pressure and influence.
Sampang also described it as regrettable that Deputy Speaker Thakur, who was elected from his own party, signed off on a decision that violated the principle of seniority.
He said the Shram Sanskriti Party would continue opposing any political practice that undermines established legal procedures and democratic norms.
