KATHMANDU: The main opposition Nepali Congress has requested clarification from the government regarding its participation in the task force formed to prepare a discussion paper on constitutional amendments.
In a letter sent on Wednesday to the Prime Minister’s Office, Nepali Congress General Secretary Krishna Prasad Dulal emphasized the need for broad consultation and consensus before any constitutional changes. While welcoming the government’s initiative, the party stressed that the 2015 constitution remains a historic achievement and its core values must not be compromised.
The letter highlighted the party’s position that constitutional amendments should strengthen democracy, republicanism, federalism, inclusivity, human rights, and the rule of law, and that periodic revisions are a natural part of a democratic process.
However, the party also noted that certain aspects of the task force remain unclear, including its mandate, scope, and procedures. Nepali Congress urged the government to clarify these matters to ensure meaningful participation. The party further called for clear assurances that the amendment process will be participatory, inclusive, and fair, ensuring the involvement of Madhesi, Indigenous, Dalit, Tharu, minority, and other marginalized communities.
The letter also sought clarification on coordination with parties outside the federal parliament, the role of provincial and local governments, and the prioritization of proposed amendments. Nepali Congress emphasized that understanding the government’s commitment and proposed agenda is essential before officially joining the task force.
The party assured that it would extend its support and cooperation once the government shares its initial positions, underscoring the importance of collective ownership and legitimacy in the constitutional amendment process.
