KATHMANDU: A total of 1,594 politically appointed officials will be relieved of their posts following the issuance of the Special Provisions Ordinance on the Resignation of Public Officials, 2083 by President Ram Chandra Paudel on the government’s recommendation.
Communication, aviation and related sectors
In the communication, aviation and media sectors, several key positions will be vacated. Seven officials—including the chairperson, vice-chairperson, directors and general manager—appointed under the Nepal Airlines Corporation Act, 2019 will be removed.
Similarly, three officials under the Rastriya Samachar Samiti (RSS) Act, 2019, and officials including the chairperson and a director under the Gorkhapatra Corporation Act, 2019, will be relieved.
Three members of the Film Censorship Committee under the Film (Production, Exhibition and Distribution) Act, 2026, and officials appointed under the Communications Corporation Act, 2028 will also be removed. In addition, 10 members under the Press Council Act, 2048, and six members appointed under the Working Journalists Act, 2051 will be relieved of their duties.
Likewise, five officials from the telecommunications regulatory authority under the Telecommunications Act, 2053, and four officials from the Civil Aviation Authority of Nepal under the same year’s act will be removed.
Six officials from the Information Technology Tribunal and Appellate Tribunal under the Electronic Transactions Act, 2063, and three officials including the Chief Information Commissioner and Information Commissioners under the Right to Information Act, 2064, will also vacate their posts.
Furthermore, six officials under the Advertisement (Regulation) Act, 2076, three under the Security Printing Act, 2081, and 15 officials under the Public Service Broadcasting Act, 2081 will be relieved.
Education and university sector
In the education sector, 23 officials, including members of various committees and the Teachers Service Commission under the Education Act, 2028, will be removed.
Similarly, 28 officials under the Nepal Sanskrit University Act, 2043, and 17 under the Council for Technical Education and Vocational Training Act, 2045, will be relieved. Another 34 officials under the National Youth Council Act, 2072 will also be affected.
A large number of officials from universities will also be impacted. These include 25 office-bearers under the Kathmandu University Act, 2048, and 84 under the Tribhuvan University Act, 2049. Eight officials from the University Grants Commission Act, 2050, and 69 from Purbanchal University under the same year’s act will be relieved.
Similarly, 50 officials under the Pokhara University Act, 2053, and 44 under the Lumbini Buddhist University Act, 2063 will lose their positions. The ordinance will also vacate 27 posts under the Sudurpaschim University Act, 2067, and 26 under the Mid-Western University Act, 2067.
In addition, 22 officials under the Agriculture and Forestry University Act, 2067, 24 under the Nepal Open University Act, 2073, 39 under the Rajarshi Janak University Act, 2074, and 24 under the Madan Bhandari University Act, 2079 will be relieved of their duties.
Health, medicine and science sector
In the health and science sector, a large number of officials appointed under various acts will be relieved of their posts. Six officials, including the registrar and members under the Ayurveda Medical Council Act, 2045, and nine officials under the Nepal Health Research Council Act, 2047, will be removed. Similarly, five officials appointed under the Animal Health and Animal Service Practitioners Council Act, 2079 will be relieved.
A total of 15 officials, including the vice-chancellor of BP Koirala Institute of Health Sciences under the 2049 Act, and five members under the Breast Milk Substitutes (Sale and Distribution Control) Act, 2049, will also vacate their positions.
Likewise, eight officials from the Nepal Nursing Council under the Act of 2052 and five from the Nepal Health Practitioners Council under the Act of 2053 will be relieved. Ten officials from BP Koirala Memorial Cancer Hospital under the 2053 Act and eight from Shahid Gangalal National Heart Center under the 2057 Act will also be removed.
In addition, seven officials from the Nepal Pharmacy Council under the 2057 Act and 22 officials from the National Academy of Medical Sciences under the 2063 Act will be relieved.
Similarly, 33 officials from Patan Academy of Health Sciences under the 2064 Act and 34 from Karnali Academy of Health Sciences under the 2068 Act will vacate their posts. Another 31 officials each from Pokhara Academy of Health Sciences under the 2072 Act and Rapti Academy of Health Sciences under the 2074 Act will be affected.
Under the Health Insurance Act, 2074, seven officials will be relieved, while six members under the Public Health Act, 2075 will also be removed. Eight officials from the Nepal Medical Council under the 2075 Act and 16 from the National Medical Education Act, 2075 will vacate their positions.
Additionally, 42 officials from Bidushi Yogmaya Himalayan Ayurveda University under the 2079 Act and 29 from Shahid Dashrath Chand University of Health Sciences under the 2082 Act will be relieved of their duties.
Energy, infrastructure, financial and regulatory bodies
In the energy, infrastructure and regulatory sectors, several office-bearers will also be affected. Six executive directors and members under the Nepal Electricity Authority Act, 2041, and four officials under the Kathmandu Valley Development Authority Act, 2045, will be relieved.
Similarly, six officials from the Nepal Drinking Water Corporation under the 2046 Act and six from the Municipal Development Fund under the 2053 Act will vacate their posts.
Under the Road Board Act, 2058, four officials will be removed, while five officials each under the Electricity Regulatory Commission Act, 2074 and the Nepal Railway Act, 2079 will also be relieved.
In the financial sector, eight officials from the Employees Provident Fund under the 2019 Act and three from the Citizens Investment Fund under the 2047 Act will be removed. Likewise, 15 officials under the Nepal Chartered Accountants Act, 2053 and five under the Industrial Business Development Corporation Act, 2053 will vacate their positions.
Additionally, three officials under the International Financial Transactions Act, 2054 and one member under the Securities Act, 2063 will be relieved. Six officials under the Competition Promotion and Market Protection Act, 2063 and three members of the review committee under the Public Procurement Act, 2063 will also be removed.
Furthermore, three officials, including the chief executive officer, under the Deposit and Credit Guarantee Fund Act, 2073, and one official under the Special Economic Zones Act, 2073 will vacate their posts. Eight officials under the Cooperatives Act, 2074 and four under the Public-Private Partnership and Investment Act, 2075 will also be relieved.
Finally, two officials under the Industrial Business Act, 2076, two under the Insurance Act, 2079, and six under the Accreditation Act, 2079 will be removed from their positions.
Agriculture, environment, Nepal Academy and social sector
In the agriculture and environment sectors, several office-bearers appointed under various laws will be relieved of their posts. Eight members under the Seed Act, 2045 and nine officials under the Nepal Agricultural Research Council Act, 2048 will be removed.
Similarly, seven officials each from the National Dairy Development Board under the 2048 Act and the National Tea and Coffee Development Board under the 2049 Act will vacate their positions.
Three officials under the Nepal Veterinary Council Act, 2055 and five under the Plant Quarantine and Protection Act, 2064 will also be relieved. In addition, six officials under the Pesticide Management Act, 2076 and five under the Environment Protection Act, 2076 will be removed, along with seven office-bearers under the Food Hygiene and Standards Act, 2081.
In the cultural and institutional sector, nine officials appointed under the Nepali Language Publication Corporation Act, 2021 and 10 under the Guthi Corporation Act, 2033 will be relieved of their posts. Similarly, 11 officials under the Lumbini Development Fund Act, 2042 and nine under the Pashupati Area Development Fund Act, 2044 will vacate their positions.
A significant number of appointments in academic and social institutions will also be affected. These include 49 officials under the Nepal Academy of Science and Technology Act, 2048, 33 under the Nepal Scout Act, 2050, 16 under the Greater Janakpur Area Development Council Act, 2055, and 25 under the National Foundation for the Upliftment of Indigenous Peoples Act, 2058.
Additionally, 60 nominated members of the Indigenous Peoples Council and 33 officials under the Nepal Academy of Fine Arts Act, 2064 will have their posts vacated. Likewise, 33 officials under the Nepal Academy of Music and Dramatic Arts Act, 2064 and another 43 officials under the same act will be relieved.
In the administrative and broader social sector, four officials under the Nepal Administrative Training Institute Act, 2039 and one under the Local Development Training Institute Act, 2049 will be removed. Ten officials under the Social Welfare Act, 2049 and 14 under the Nepal Engineering Council Act, 2055 will also be relieved.
Similarly, 10 officials under the Foreign Employment Act, 2064 and three under the Nepal Trust Act, 2064 will vacate their posts. Five officials under the Commission for Investigation of Disappeared Persons, Truth and Reconciliation Act, 2071 will be removed.
In addition, 10 officials under the Labor Act, 2074 and seven under the Contribution-Based Social Security Act, 2074 will be relieved.
Likewise, four officials under the Disaster Risk Reduction and Management Act, 2074 and 17 under the Act Relating to Rights of Persons with Disabilities, 2074 will also be removed. Furthermore, posts held by four officials under the Land Use Act, 2076, three under the Radioactive Substances (Use and Regulation) Act, 2077, and 27 under the National Sports Development Act, 2077 will be vacated.
In total, 1,594 officials will be relieved of their posts under the ordinance. The government is preparing to proceed with a new appointment process to fill these positions in the near future.
