KATHMANDU: The 20th session of the National Assembly under the Federal Parliament has officially commenced. During the inaugural session, Narayan Prasad Dahal, chairperson of the House, highlighted that the National Assembly has established itself as a mature, disciplined, and coordinated legislative body and expressed confidence that this reputation will continue in the coming days.
Chairperson Dahal noted that as a permanent chamber, one-third of the National Assembly members vacate their seats every two years under constitutional provisions. Recently, 19 members were bid farewell and 18 new members were welcomed. He expressed the belief that the participation of newly elected members would enrich and strengthen parliamentary work.
Referring to the recent House of Representatives elections held on Falgun 21, Dahal highlighted that the Rastriya Swatantra Party (RSP) secured a single-party majority, forming a government under the leadership of Balendra Shah, which has further increased the responsibilities of the parliament.
“Democratic governance is anchored in the supremacy of the people’s mandate. It is the duty of parliament and its members to guide the government toward good governance, transparency, accountability, and effective service delivery,” Dahal said.
He underscored that collaboration between the National Assembly and the House of Representatives forms the cornerstone of democratic practice, emphasizing the need to strengthen coordination between the two chambers. Dahal described the National Assembly as a representative institution that ensures federal balance and long-term perspective in governance.
Dahal also informed that, due to damage at the Federal Parliament building in Baneshwor and the incomplete new building at Singha Durbar, the current session will continue to be held at the old premises. He expressed hope that the new building would be completed soon and equipped with modern technology for parliamentary operations.
An orientation program for newly elected members is being planned, which Dahal said would enhance organized parliamentary practices. He expressed confidence that members would actively, constructively, and responsibly participate in upcoming debates on bills, policy issues, and national concerns.
Highlighting that the essence of democracy lies in healthy debate, diversity of thought, and consensus-building, Dahal stressed the importance of dignified and evidence-based discussions in parliament. He called on all members to prioritize national interest and rise above political differences.
During today’s meeting, Chairperson Dahal also informed members about the presidential proclamation calling the session. The agenda includes setting a date for the election of the vice-chairperson of the National Assembly and chairpersons of vacant thematic committees.
