Election 68 days away: EC finalizes temporary voter categories



KATHMANDU: With 68 days remaining until the election of members of the House of Representatives (HoR) scheduled for March 5, 2026, the Election Commission (EC) has finalized the categories of individuals who will be included in the temporary voter list.

According to the Commission, employees of the Government of Nepal, provincial governments, local levels, and organizations owned or controlled by the federal or provincial governments whose names appear on the final voter list will be included as temporary voters.

Similarly, members of the Nepali Army, Nepal Police, and Armed Police Force stationed in barracks, as well as detainees and prisoners in jails, and employees and security personnel deployed for election-related duties, will also be listed as temporary voters.

The Commission has stated that individuals residing in old-age homes operated by, or functioning with the approval of, the federal, provincial, or local governments, as well as heads and office bearers of constitutional bodies, will also be eligible as temporary voters.

To oversee the preparation and management of the temporary voter list, an Election Commissioner will coordinate a Temporary Voter List Coordination Committee.

The committee will include the Secretary of the Election Commission, secretaries from the Ministry of Home Affairs, Ministry of Defence, Ministry of Women, Children and Senior Citizens, and the Ministry of Federal Affairs and General Administration as members. Joint secretaries from all divisions of the Election Commission and the Commission’s Senior Computer Officer will also serve as members, while the Deputy Secretary of the Voter Registration and Election Operations Division, or a designated official, will act as the member secretary.

At the district level, the Chief District Officer will coordinate the process, with the district security chiefs and the chief of the district jail serving as members. The Election Officer will function as the member secretary.

For the preparation of the temporary voter list, concerned bodies are required to submit details of eligible employees in both physical and electronic formats to the respective election offices.

The Chief Registration Officer will then provide the temporary voter list to the concerned Election Officer. There is also a provision to prepare temporary voter lists of employees or security personnel deployed at polling centres in a prescribed format.
