Kulman Ghising moves to Supreme Court seeking reinstatement



KATHMANDU: Former Managing Director of the Nepal Electricity Authority (NEA), Kulman Ghising, has filed a writ petition at the Supreme Court, challenging his removal as unlawful.

He has requested the court to overturn the Cabinet’s decision and reinstate him as NEA’s Managing Director.

Ghising has accused the KP Sharma Oli-led government of acting with ill intent by repeatedly seeking clarifications before eventually dismissing him.

His petition names the Government of Nepal, the Ministry of Energy, Water Resources and Irrigation, and newly appointed NEA Managing Director Hitendra Dev Shakya as respondents.

The Cabinet decided to remove Ghising on Monday, months before the scheduled end of his second term in July.

His dismissal marks the return of Hitendra Dev Shakya, whom the Sher Bahadur Deuba-led government had previously replaced with Ghising.

Shakya had earlier filed a writ petition at the Supreme Court after being removed, but his case remained undecided despite 32 hearings.

As a result, he completed his term without a verdict. Now, with support from the Nepali Congress and UML, Shakya has returned to NEA’s leadership, leading to Ghising’s ouster.

The Supreme Court’s response to Ghising’s writ petition will now be closely watched to see if it delivers a swift verdict or delays the case, as it did with Shakya’s petition.
