Gandaki CM criticizes PSC chief for anti-federalism remarks



POKHARA: Gandaki Province Chief Minister Surendra Raj Pandey has condemned remarks made by Public Service Commission (PSC) Chair Madhav Regmi, stating that heads of constitutional bodies do not have the right to speak against federalism.

Addressing the fourth anniversary program of the Provincial Public Service Commission Gandaki in Pokhara on Monday, CM Pandey criticized Regmi’s statements, which questioned the relevance of provincial commissions and called for their abolition.

Regmi had also raised doubts about the examination system and appointments made by the provincial public service commissions.

Pandey argued that the constitution clearly defines the role and authority of provincial public service commissions, and any attempts to undermine federalism reflect a centralized mentality still prevalent among political leaders and civil servants.

He said as long as the federal structure exists, such irresponsible statements are unacceptable.

The Gandaki Provincial Public Service Commission has formally expressed disagreement with Regmi’s remarks.

Chair Bishnu Prasad Nepal stated that all seven provincial commissions had conveyed their objections, both in writing and orally, at a recent conference of Public Service Commissions in Biratnagar. He said Regmi should either respect the federal structure or step down from his position.

Pokhara Mayor Dhanraj Acharya also denounced Regmi’s comments, highlighting the exemplary work done by the Gandaki commission despite being the youngest among the seven provinces.

Gandaki Province Chief Dilliraj Bhatta stressed the importance of maintaining the commission’s dignity and independence, despite challenges posed by the absence of a Federal Civil Service Act.
