Former Judges Forum condemns smearing black soot on sitting Judge



KATHMANDU: The Former Judges Forum Nepal has expressed serious concern over smearing black soot  incident  on a sitting judge of the Birgunj bench under the Janakpur High Court.

Issuing a statement on Tuesday, Forum President and former Supreme Court Justice Top Bahadur Singh condemned the act of misbehavior, which occurred while the court was in session. The Forum stated that such actions undermine the independence and dignity of the judiciary.

“The Forum is deeply concerned by the misconduct committed against a sitting judge during court proceedings, which strikes at the core of judicial independence, professionalism, and impartiality,” reads the statement.

It emphasized the need to protect the professional independence, dignity, and security of all judges, asserting that these are fundamental pillars of a free and competent judiciary.

The Forum also raised alarm over the growing perception that courts are influenced by political parties or leaders. “Such notions or rumors are gaining ground in society, which is concerning,” it noted.

The incident came after Judge Khushi Ram Tharu acquitted Nepali Congress leader Aftab Alam in a high-profile murder case related to a brick kiln.

Following the verdict, cadres of the Nepal Communist Party, a splinter group of the Biplav-led Maoists, stormed into the judge’s chamber and smeared black soot on him.

Although complaints have been filed against Judge Tharu at the Judicial Council, no action has been taken so far. The Forum’s statement appears amid mounting criticism over the lack of disciplinary measures.

The Forum urged all judges to uphold their professional integrity and conduct. “Only through clean conduct, judicial clarity, competence, and public trust can the dignity of the judiciary and judges be maintained,” the statement said.
