CK Raut floats 7-point proposal, urges against House dissolution



KATHMANDU: Janamat Party Chair Dr. CK Raut has put forward a seven-point proposal aimed at resolving the current political crisis.

In a statement issued Thursday morning, Raut strongly urged members of the Gen-Z not to dissolve the existing parliament, warning of long-term instability and potential harm to the nation’s democratic foundation.

Raut emphasized that the current parliament, though in a transitional phase, remains a legitimate body capable of making crucial decisions. He cautioned that dissolving it before the next election would create a dangerous power vacuum.

“We are deeply concerned that the country may fall into a prolonged period of indecision and instability — potentially lasting another 10 years — pushing us toward a situation where the nation itself may cease to exist,” he said.

He described the current political environment as a backdrop where all key state institutions are being “burnt to ashes” and the constitution—drafted after eight years of effort—is under threat of repeal.

He warned that the dissolution of parliament, the seat of people’s elected representatives, would lead to illegitimacy and chaos.

“If you dissolve the constitution and parliament at the instigation of others, you will spend the next decade entangled in drafting a new constitution, with no environment for effective governance. That would be opening a Pandora’s box,” Raut wrote.

Instead, he proposed the formation of an interim government, alongside the continuation of the current parliament, and holding elections within six months.

He clarified that although his party has resigned from the parliament, they still support its continuation until a new House is elected.
