KATHMANDU: The Nepal Civil Servants Union has submitted a collection of signatures to the State Affairs and Good Governance Committee, demanding that their concerns be addressed in the proposed Federal Civil Service Act.
Union Central Secretary Prakash Bhattarai handed over the signatures to the committee’s chairperson, Ramhari Khatiwada, highlighting the need to ensure career development, service security, and professional welfare for all civil servants.
He stated that the signature campaign was initiated in collaboration with the Non-Gazetted Employees Protection Campaign and reflected the common concerns of employees working across similar levels.
More than 7,000 employees have already signed the petition, and Bhattarai said the number is expected to grow as the campaign is still ongoing. The demands include automatic promotion for employees who have completed five years of service, with a further one- or two-level promotion for those serving ten years.
The union also insists on maintaining internal competition at all levels and retaining the post-filling system laid out in the Civil Service Act of 1993.
Additionally, the employees are calling for the current quota system for third-grade posts to be revised, with 50 percent filled through open competition, 40 percent via promotion, and 10 percent through internal or interim competition.
They also want the eligibility criteria for Deputy Secretary and Joint Secretary positions to reflect the previous provisions of five and seven years of service, respectively. Moreover, the union demands that non-gazetted employees meeting the required educational qualifications and service period be allowed to compete in open advertisements.
Dhruvraj Gyawali, coordinator of the Non-Gazetted Employees Protection Campaign, warned that if the common demands are not met, the employees will be compelled to launch strong protest and agitation programs in the days to come.
