Employee organizations demand action against KMC Police Chief and Mayor Balen’s secretary

KATHMANDU: Various professional organizations active at the local level have demanded immediate action against Kathmandu Metropolitan City (KMC) Police Chief Rajunath Pandey and Mayor Balen Shah’s personal secretary Bhupdev Shah.

The organizations have submitted a memorandum to KMC Chief Administrative Officer Sarog Guragai, demanding an investigation into the events of April 3 at the KMC Office.

They have accused Pandey and Shah of obstructing administrative work and called for accountability.

The Local Level Employees Union Nepal, Local Level Employees Association Nepal, Metropolitan City Employees Council, Nepal Transport Independent Workers’ Organization, and Nepal Environment and Sanitation Workers’ Association jointly issued the demand.

They have urged the city administration to form a fully empowered investigation committee within three days to probe the incident.

According to the memorandum, the Chief Administrative Officer — who is appointed by the Government of Nepal — faced obstruction from the city police and other staff members, resulting in arrests and disrespectful behavior toward public representatives and employees.

“The trend of unauthorized individuals issuing verbal commands, and threatening or humiliating employees who do not comply, is on the rise,” the memorandum reads. “This must be stopped, and a working environment that ensures lawful governance through the Chief Administrative Officer must be restored.”

The organizations emphasized that administrative functions should operate within legal parameters, free from interference and intimidation.
