High Court Patan upholds selection of health institutions for Israel caregiver exams



KATHMANDU: The High Court Patan has issued a ruling in favor of the five health institutions selected to conduct medical examinations for caregivers traveling to Israel, rejecting a writ petition that sought to halt their operations.

A joint bench of Judges Lekhnath Paudel and Tikaram Acharya denied the request for an interim order against the selected institutions, thereby allowing them to proceed with the health assessments for caregivers seeking employment in Israel’s long-term care centers.

The writ was filed on December 31, 2024, by health professionals Diwakar Gautam, Ramesh Acharya, Krishna Prasad Bajgain, and Nirajan Kandel, claiming that the selection of the institutions violated the Foreign Employment Act, its regulations, and procedures.

They had sought a directive permitting beneficiaries to choose their preferred institutions for medical tests.

Earlier, on December 19, the Israeli Embassy in Kathmandu, through the Ministry of Foreign Affairs, informed the Ministry of Labour, Employment, and Social Security that five health institutions had been approved by Israel’s Population and Immigration Authority based on specific quality standards for medical examinations.

The selected institutions are Nepal Mediciti Hospital, Star Hospital, HAMS Hospital, Manmohan Memorial Medical College, and Crystal Diagnostic Pvt. Ltd.

These institutions were authorized to conduct medical tests for designated workers between January 1 and January 7, 2025.

Israel has initiated the process of recruiting 1,000 assistant caregivers in the first phase of its program.

This decision clears the way for the approved health institutions to perform health screenings as per the established standards, facilitating the recruitment of Nepalese caregivers for employment opportunities in Israel.
