KATHMANDU: CPN (Maoist Centre) Chairman and former Prime Minister Pushpa Kamal Dahal ‘Prachanda’ said proportional inclusion, representation, participation, and empowerment in state mechanisms—as guaranteed by the Constitution—are historic accomplishments for Nepal.
In a message delivered on Tuesday marking the 19th anniversary of Nepal’s declaration as a caste-based discrimination-free nation, Dahal highlighted the importance of strengthening these constitutional commitments.
He recalled that on June 4, 2006, the reinstated parliament made a landmark decision to declare Nepal a caste-based discrimination-free country. This declaration, he said, came in defiance of the country’s deeply entrenched feudal structure, which had institutionalized untouchability, discrimination, and oppression through a hereditary system.
“The Constitution of Nepal has recognized untouchability and caste-based discrimination as grave social crimes,” Dahal stated. He further stressed that special initiatives, targeted policies, and concrete programs are crucial for the meaningful upliftment of the Dalit community.
Dahal’s message comes amid ongoing debates about the effective implementation of inclusive measures and concerns that marginalized communities continue to face systemic discrimination despite constitutional safeguards.
