National Assembly passes long-awaited Civil Service Bill



KATHMANDU: The much-anticipated Federal Civil Service Bill, 2080, has been passed by the National Assembly.

In Tuesday’s meeting, Minister for Federal Affairs and General Administration Bhagwati Neupane tabled a proposal to endorse the bill, which had been received from the House of Representatives with amendments. The proposal was unanimously approved by the Assembly, announced Chair Narayan Prasad Dahal. Today was the final deadline for the National Assembly to endorse the bill as per constitutional provisions.

Earlier, Minister Neupane had presented a motion for deliberations on the bill, along with the report of the Legislative Management Committee. Responding to lawmakers’ concerns during the discussions, she expressed confidence that the bill would enable effective management of civil servants in line with the spirit of federalism.

“The National Assembly has created history by endorsing this crucial bill. Despite years under federalism, civil service management had not aligned with its principles. This bill will help resolve the confusion and challenges in managing civil servants,” Minister Neupane said.

Lawmakers including Gopi Bahadur Sarki Achhami, Gopal Bhattarai, Radheshyam Paswan, Padma Bahadur Pariyar, Bishnu Bahadur Bishwakarma, Renu Chand, Krishna Bahadur Rokaya, and Maya Prasad Sharma shared their views during the deliberations.

Earlier in the day, Legislative Management Committee Chair Tulsakumari Dahal presented the committee’s report, stating that the bill would make administrative federalism more effective.

The next meeting of the National Assembly is scheduled for Monday, September 8, at 1:15 p.m.
