Civil Service Bill tabled in National Assembly



KATHMANDU: The Federal Civil Service Bill was tabled in the National Assembly on Wednesday amid growing concerns from lawmakers over alleged irregularities in its drafting process.

During the meeting of the upper house, National Assembly Secretary Dr. Surendra Aryal formally presented the message from the House of Representatives regarding the bill.

However, during the zero hour, several lawmakers voiced strong concerns over suspected political meddling in the bill. National Assembly member Rukmini Koirala demanded a full investigation, alleging that the bill had been manipulated and calling for the facts to be made public.

Similarly, lawmaker Bishnu Kumari Sapkota pointed out errors in the bill and urged immediate correction. She also called for an inquiry and action against those responsible for interfering with the legislative process.

National Assembly member Shreekrishna Prasad Adhikari raised objections over the bill’s failure to honor an earlier agreement to include a two-year “cooling-off” period. He described the deviation as a breach of consensus and demanded a parliamentary committee be formed to investigate and punish those involved in what he termed a “forgery” in lawmaking.

Other lawmakers also echoed these demands, urging a transparent investigation into the preparation of the civil service bill and stressing the importance of restoring public trust in the legislative process.
