Home Minister Lamichhane’s decision to punish offenders in traffic violation challenged in Supreme Court



KATHMANDU: A petition has been filed in the Supreme Court (SC) against the decision of Home Minister Rabi Lamichhane to punish traffic rule violators by making them serve as volunteers on the road.

Rabindra Paudel, Akash Kumar Bhatta, Pramesh Paudel, Ujjwal Mali, Imamuel Haqq, and Raju Pariyar have filed a writ at the apex court seeking to annul Home Minister Lamichhane’s directive.

Citing the definitions of torture in Article 3 and 5 of the Universal Declaration of Human Rights and the right against torture provided in Article 22 of the Constitution, they argue in the petition that forcing individuals to mobilize on the streets for minor offenses is a violation of their rights.
