Sirohiya has bene kept in the custody of District Police Office, Dhanusha.

Police Inspector Navaraj Khadka, Investigation Officer of the District Police Office Dhanusha, has presented these grounds for the arrest:

Duplicate Citizenship Number: Kailash Prasad Sirohia obtained the Nepalese citizenship certificate number 39698886 from the District Administration Office, Dhanusha.

However, it appears that the same number was previously issued in the name of Shivji Sahu Teli.

Citizenship Registration Issues: According to the District Administration Office, Dhanusha (Ch. No. 13213), in response to a letter dated 2081/01/20, it was found that names were registered in the citizenship registration book for citizens born in Nepal to foreign parents, including Gopal Prasad Sirohiya, Govinda Prasad Sirohiya, and Poonam Kumari Sirohiya, the children of Ghasi Ram Marwadi (Sirohiya).

Although being a naturalized Nepali, the clarity of Kailash Prasad Sirohia’s name indicates his citizenship is Nepali by birth.

Signature and Record Discrepancies: When Kailash Prasad Sirohia took a copy of his citizenship on 2057/06/29, it was found that the signature of the authorized officer was missing from the record book (Dhadda) at the District Administration Office, Dhanusha.

Additionally, his age was listed as 18 years without a specific date of birth.

Date of Birth Inconsistencies: In the copy of the citizenship obtained, it was found that the age was listed as 18 years and the date of birth as 2019/08/29.

However, the shape of the digits in the date of birth did not match the other digits in the document, suggesting the date of birth might have been altered.

Age and Date Discrepancies: The original citizenship certificate obtained by Kailash Prasad Sirohiya on 2036/05/25 listed his age as 18 years.

However, the first copy of the certificate obtained on 2057/06/29 also listed his age as 18 years with the date of birth as 2019/08/29.

Calculations showed that the age between the listed date of birth and the date of issue was actually 16 years and 8 months, indicating a mismatch.

Missing Document Records: Kailash Prasad Sirohiya did not provide records of the necessary documents required for obtaining citizenship.
