Will PM Oli rally two-thirds support in the HoR confidence vote?



KATHMANDU: Prime Minister KP Sharma Oli is scheduled to seek a vote of confidence from the House of Representatives (HoR) on Sunday.

Newly appointed PM Oli aims not only to secure a vote of confidence but also to win the support of two-thirds of the HoR members, as the new alliance’s major agenda is to amend the constitution.

On July 14, President Ram Chandra Paudel appointed Oli as the Prime Minister in accordance with Article 76(2) of the constitution.

Oli was appointed with the backing of the Nepali Congress after the CPN-UML, led by Oli.

The Constitution of Nepal mandates that a Prime Minister appointed with the support of two or more political parties must seek a vote of confidence within 30 days of their appointment.

Of the 275 members in the HoR, PM Oli must garner the support of 138 members to win his confidence vote.

With the Nepali Congress, UML, Janata Samajbadi Party (JSP), and Loktantrik Samajbadi Party (LSP) joining the government, PM Oli is almost certain to win the vote of confidence.

He currently has the support of 177 lawmakers, including 88 from the Nepali Congress, 78 from the UML, seven from the JSP, and four from the LSP.

Additionally, three other parties that have not joined the government yet have announced their support for PM Oli.

They are the Janamat Party with six lawmakers, JSP Nepal with five, and the Nagarik Unmukti Party with four lawmakers.

With this support, PM Oli’s total stands at 192.

However, suspended lawmaker Top Bahadur Rayamajhi of the UML and Dev Raj Ghimire, the Speaker of the HoR, will not participate in the floor test.

Additionally, UML leader Basanta Nembang will also miss Oli’s floor test due to health issues.

Therefore, the total number of lawmakers supporting Oli remains at 189.

In contrast, the CPN (Maoist Center), CPN (Unified Socialist), Rastriya Swatantra Party (RSP), and Rastriya Prajatantra Party (RPP) will oppose PM Oli’s trust motion.
