Federal Civil Service Bill introduced in parliament



KATHMANDU: The House of Representatives witnessed the presentation of the Federal Civil Service Bill today, marking a significant step towards streamlining government operations.

Minister for Federal Affairs and General Administration, Bhanubhakta Joshi, introduced the ‘Federal Civil Service Bill, 2024’ during the lower house session.

Minister Joshi emphasized that the legislation aims to address the operational and managerial requirements concerning government employees within the federal framework.

He noted that the bill is essential for implementing administrative restructuring in alignment with state restructuring.

Highlighting the importance of the Federal Civil Service Act, Minister Joshi underscored its role in enhancing the functionality and efficiency of the administrative federalization process.

He stressed the need for provisions regarding organization, operations, and service conditions of civil servants to ensure effective service delivery, political neutrality, professionalism, inclusivity, and integrity.

Moreover, Minister Joshi outlined the bill’s objectives in developing the civil service as a governance mechanism committed to national interests, political neutrality, professional efficiency, accountability, and strength.

The bill is expected to facilitate better management of employees across federal, provincial, and local levels, thereby enhancing overall governance effectiveness.

Earlier, the House of Representatives rejected a dissent notice from lawmaker Prem Suwal regarding the presentation of the Federal Civil Service Bill, 2024.

The bill was officially registered in the Federal Parliament on March 4, marking a significant milestone in Nepal’s administrative reform efforts.
