NC sister orgs in limbo: Conventions remain elusive

KATHMANDU: Nepali Congress’s (NC) sister organizations are facing dire circumstances, neither active nor holding conventions since the 14th General Convention.

Most of the 13 sister organizations of the Nepali Congress are operating on an ad hoc basis.

The NC dissolved the Central Working Committees of 10 out of the 13 organizations, forming ad hoc committees to mobilize these groups, which had not convened for a long time.

However, despite considerable time passing, these ad hoc committees have not fulfilled their responsibilities.

On February 15, 2022, the NC decided to dissolve the central working committees of 10 sister organizations and form central ad hoc committees.

Despite the mandate to appoint ad hoc leadership within that month, NC President Sher Bahadur Deuba has only formed ad hoc committees at different times.

The sister organizations have repeatedly failed to hold conventions despite several extensions provided for these ad hoc committees.

Speaking to Khabarhub, Bishwakarma said, “Those who did not complete the working committee did not make the convention smooth. The central working committee meeting will decide about them.”

The NC Central Working Committee meeting held from December 28-30 extended the period for the sister organizations to complete their conventions by mid-July.

However, no decision has been made regarding the steps to be taken if these organizations fail to hold conventions within the extended timeframe.

Central member Ajay Babu Siwakoti suggests that if a sister organization cannot hold a convention after multiple extensions, it should be dissolved, and a new ad hoc committee should be formed.

He stated, “The sister organizations could not fulfill the mandate given by the party to hold a convention. If the same leadership is sitting time and again but does not work, then there is no point in having such committees or not. Now a new committee should be brought in. By doing this, new leadership comes. It is not necessary to keep the previous one.”

Another NC central member, Prakash Rasaili ‘Snehi,’ stated that the upcoming central working committee meeting will address organizations that are not oriented towards holding conventions.

He remarked, “There has been an internal discussion within the party about fraternal organizations that could not hold regular sessions and are not session-oriented and have expired.”

NC Publicity Department Chief Min Bishwakarma indicated that the party will make decisions regarding sister organizations that fail to hold conventions even after repeated extensions.

He suggested that there might be a decision to continue with organizations that are preparing for conventions and to dissolve the central ad hoc committees of those that are not ready.

Speaking to Khabarhub, Bishwakarma said, “Those who did not complete the working committee did not make the convention smooth. The central working committee meeting will decide about them.”

Nepal Students’ Union (NSU): Known as the nursery of Nepali Congress, NSU has not held a convention since 2016.

On January 30, 2020, Nepali Congress formed an ad hoc committee under Rajiv Dhungana’s leadership following the resignation of Nainsingh Mahar, the president elected by the convention.

After being elected as a central member of the party from the 14th convention, NC President Deuba formed a central ad-hoc committee under Dujang Sherpa’s leadership on March 23, 2022.

The Sherpa-led ad hoc committee of NSU has 752 members while its General Convention is still undecided.

Nepal Tarun Dal: Among the Nepali Congress’s fraternal organizations, Tarun Dal is seen as particularly important.

It has not held a regular session for the last eight years.After Tarun Dal president Jitjung Basnet was elected as a central member in the party’s 14th convention, NC President Deuba appointed the then treasurer, Bidhwan Gurung, as the President of the central ad hoc committee on March 23, 2022.

The upcoming convention of the 401-member Tarun Dal is also uncertain.

Nepal Women’s Association: This organization has not held a convention for the last seven years.

The Association was leaderless after President Uma Regmi was nominated as a central member by NC President Deuba.

Subsequently, Usha Raut Mishra of Siraha was nominated as president of the Mahila Sangh on August 11, 2022.

The convention of Nepal Women’s Association, which has a 53-member central working committee, is not expected to be held.

Nepal Prajatantra Senani Sangh: This organization held its last convention for the last 16 years.

Although the working committee led by Tanka Prasad Sharma Kandel prepared for a convention in 2069 BS, it was stopped at the last stage, and no convention has been held since.

Currently, an ad hoc committee under Balkrishna Dahal’s chairmanship is in place.

Nepal Peasants’ Association: The sister organization of Nepali Congress, Nepal Peasants’ Association, has not held a convention since 2064 BS.

Due to the selection committee’s inability to hold the convention on time, an ad hoc committee was formed under Bhanu Bhakta Sigdel’s coordination.

Currently, the second ad hoc committee of the Association, chaired by Ganesh Chandra Timalsina, has not reached a conclusion about holding a convention. This committee consists of 46 members.

Nepal Dalit Sangh: Lok Bahadur Bishwakarma has been given the responsibility of President of the Ad Hoc Central Committee of Nepal Dalit Sangh. The organization has not held a convention since 2069 BS.

Nepal Ex-Servicemen’s Association: This association has not held a convention since 2073BS. The party has nominated Meghraj Tandon as the ad hoc committee president of the Association.

Democratic Indigenous Nationality Association of Nepal: Om Bahadur Ghartimagar is the president of the Democratic Indigenous Nationality Association of Nepal, which has not held a convention since 2064BS.

The Association has announced plans to hold a convention in Kathmandu from June 25 to 27.

National Democratic Disabled Association: This Association, recognized in 2066BS, has not yet held a convention. Recently, the Nepali Congress formed an ad hoc committee under the chairmanship of Prakash Panth.

Due to the inability to complete the convention within the stipulated period, the Nepali Congress dissolved the central committee and formed an ad hoc committee under the chairmanship of Anirudra Prasad Thakur.

Nepal Muslim Association: A sister organization of the Nepali Congress, the Nepal Muslim Association elected Atabul Mansuri as President unopposed in September 2023.

The third convention, held at the Rastriya Sabhagriha in Kathmandu, elected an 87-member working committee under Mansuri’s leadership.

Nepal Thakur Society: The convention of Nepal Thakur Society was held in July 2022.

Due to the inability to complete the convention within the stipulated period, the Nepali Congress dissolved the central committee and formed an ad hoc committee under the chairmanship of Anirudra Prasad Thakur.

Nepal Tharu Sangh: Nepal Tharu Sangh is a newly recognized sister organization of the Nepali Congress, receiving official recognition from the Central Working Committee.

Currently, it has a central ad hoc working committee under the chairmanship of Shivnarayan Mahato Guru. NC President Deuba has nominated 98 members from various districts to the Tharu Sangh.

Nepal Democratic Sports Association: This is another new sister organization of Nepali Congress.

It has a central ad hoc working committee under the chairmanship of Devendra Kumar Sherchan.
