Govt’s annual target progress falls short of expectations



KATHMANDU: The progress on the government’s annual activities and milestones for the fiscal year 2080/81 has been deemed disappointing.

The ‘Annual Report of Policy and Main Functions, Fiscal Year 2080/81,’ released by the Office of the Prime Minister and Council of Ministers (OPMCM), reveals that only 42 percent of the activities and 48.5 percent of the milestones set for the year were achieved.

The report indicates that out of 1,600 activities planned across 27 different agencies, 41.7 percent were completed.

Similarly, of the 3,421 milestones, 48.5 percent were achieved, 40.5 percent are still in progress, and 11 percent have not yet begun.

In the economic sector, the government had outlined 414 activities, of which 167 were completed, 229 are ongoing, and 19 have yet to start.

In the infrastructure sector, 109 out of 500 activities were completed, 374 are underway, and 17 are pending.

For governance reforms, 211 of 392 activities were finished, 154 are in progress, and 27 have not started. In the social sector, 181 out of 293 activities were completed, 105 were partially completed, and seven have yet to commence.

Overall, of the 1,600 annual activities, 668 (41.4 percent) were completed, 662 (53.9 percent) are ongoing, and 70 (4.4 percent) have not yet started. Out of 3,441 milestones, 1,659 (48.5 percent) were achieved, 1,385 (40.5 percent) showed partial progress, and 377 (11 percent) remain incomplete.

The Ministry of Federal Affairs and General Administration achieved the highest completion rate at 87 percent, while the Ministry of Urban Development had the lowest at nine percent.

The Public Procurement Office was the second-lowest performer with 21 percent, followed by the Ministry of Finance with 29 percent.

The report attributes the non-completion of 103 milestones to factors such as inadequate human resources, changes in project leadership, and legal or procedural issues.

Additionally, 82 milestones were unmet due to legal and procedural challenges, 65 due to land acquisition problems, and 48 due to disputes and legal complications.

Delays by contractors and consultants accounted for 44 milestones, while 26 were affected by restructuring plans, 14 by disasters and adverse weather, five by construction material supply issues, and 20 by other reasons.
