PAC to return unsolicited documents to NEA

KATHMANDU: The Public Accounts Committee (PAC) of the House of Representatives (HoR) has decided to return the bulk of unsolicited documents submitted by the Nepal Electricity Authority (NEA).

The NEA had on Thursday provided over 100,000 pages of documents that were not requested by the Committee.

Consequently, the Committee stated that it will only review the documents it specifically requested and return the rest.

Rishikesh Pokharel, Chairman of the PAC, stated that the Committee will focus on the documents it has asked for, and any unsolicited documents will be sent back to the NEA.

“We requested data on ‘Time of Day’ (TOD) meters for the disputed period involving 61 industries with electricity disputes, reports from the committee of then-directors Bhakta Bahadur Pun and Manoj Mishra, and a progress report on decisions made by the NEA’s Board of Directors,” Chairman Pokharel said.

“The Committee secretariat will review the documents submitted on Thursday and determine which ones are relevant,” he stated.

According to sources, the Committee will only study the requested documents and return those that were not solicited.

“We have specified what we need, and we will not examine or keep unnecessary documents. They will be returned,” he added.

The PAC is already in possession of various reports, evidence, and legal documents concerning the dedicated and trunk lines.

This includes reports from five previous committees and commissions, as well as the Accountant General’s report detailing outstanding amounts.

The Committee also has access to all relevant laws governing the Nepal Electricity Authority.

Pokharel noted that the Committee had requested specific data on the TOD meters, which the NEA has failed to provide.

The NEA’s Executive Director, Kulman Ghising, had delivered a truckload of documents, including log sheets, TOD meter data, court orders, a Power ledger, and invoices.

However, the documents did not include the specific TOD meter data for the disputed period.
