Electoral system needs to be reviewed: Lawmaker Uprety

KATHMANDU: Lawmaker Hari Prasad Uprety said it was difficult for him to establish the rationale of being an elected people’s representative due to prevailing political instability, brain drain, trust deficit propping up in society and widening economic crisis.

CPN-UML leader Uprety said, “When the people’s representatives are confused, how can the face of voters be happy. I have not established the rationale for getting elected in the election”.

Sharing that the budget obtained through the Constituency Development Fund (CDF) in the past was utilized in a way to elate the people, he commented they could not work in a way to retain optimism of the people that the country would prosper after the promulgation of the constitution.

Uprety has been contributing to the country’s political development since 2036 through his engagement in politics.

He has been representing the people from the Constituent Assembly (CA) to the House of Representatives (HoR) from Sarlahi.

The Nepal Constitution he said is the best statute not from the proportional and inclusive features but also from the fundamental rights and freedoms.

He noted that the chemistry within the parliament determines effectiveness in law-making and the important role lies in the ministry authorized to prepare the bill.

Former minister Uprety added, “There was a huge waste of time with the obstruction caused to the citizenship bill. It also affected the House for long”.

Asserting that large number of structures is not needed in such a small country, he said rising unnecessary spending has created trouble in the implementation of federalism.

Responding to a query, he said ill-efforts are being made to jeopardize social harmony and tolerance in Koshi, Malangawa and Nepalgunj.

The mammoth rise in the electoral spending of late has shadowed the people doing politics of honesty, he said, arguing the need of overhauling the existing electoral system.

“Corruption and election have emerged as synonym from expenditure point of view. There has been a dominance of smugglers and mafias in elections due to rising costs in election race. Consequently, it would paralyze the people doing politics for civic rights and democracy”.
