Technical facilitators equipped with skills to combat climate change

NEPALGUNJ: Nepal Climate Change Support Programme Phase 2, (NCCSP2), a flagship programme of the Ministry of Forest and Environment (FoFE) concluded its six-day training to technical facilitators (TFs) working for the local governments in Karnali Province today.

TFs support the municipalities to plan and implement climate change resilient and adaptation infrastructures such as irrigation canals, drinking water schemes and embankments to control flood and landslides.

They also support the user’s committees in local communities to develop business plan and livelihood schemes, among others.

The training took place in two phases in Surkhet and Nepalgunj to enhance the capacity of TFs to support the municipalities for local led climate adaptive development.

The first phase of the training took place in Surkhet from March 30 to April 1, 2023.

The participants learned about climate change adaptation, resilience, agriculture value chain and climate resilient infrastructure.

Resource persons also shed light into management information system, gender and social inclusion, procurement process, leadership building and report writing skills.

A total of 53 participants from 32 working municipalities of NCCSP2 benefitted from the training.

In the opening session of each training, National Programme Manager of NCCSP2, Naresh Sharma, who is also the Under-Secretary at MoFE explained objective of the training to the participants.

“After the completion of the training you will have learned how to overcome your challenges at work,” he said, adding that the training provided a common platform for the TFs to share their experiences.”

Under Secretary Sharma also shared how NCCSP2 has been an exemplary programme of the Nepal government in the domestic sphere and to the international community working in the sector of climate change.

The second phase of the training took place from April 2 to 3, 2023 in Nepalgunj. Addressing the event in Nepalgunj Under Secretary Mr Sharma said, “In Nepal, NCCSP2 has for the first time adopted a mechanism to ensure that 80 percent of the programme budget is spent to empower local communities to combat climate change.”

He requested the TFs to prioritize work related duties. The programme is funded by UK aid.

Mott Macdonald provides technical assistance to the programme.

TFs act as a bridge between Mott Macdonald and the local governments to support the latter to implement climate change adaptive interventions in communities.

NCCSP2 has covered a total of 42 municipalities in phase-wise manner in Karnali, Sudarpaschim and Lumbini provinces.

Currently, the programme is focusing its activities and interventions in a total of 35 municipalities of the Karnali Province.

It has developed over 300 climate and resilient community infrastructures benefitting around 326,685 people, who are marginalized, poor and vulnerable to various risks posed by climate change.

Development of hazard maps and local adaptive plan of action are other major achievement of the programme.
