KATHMANDU: Acting Chief Justice Deepak Kumar Karki has asserted that initiatives are underway to reforming the judiciary.
Inaugurating a building of the Special Court in Kathmandu on Monday, the Acting Chief Justice said efforts are being made to remove the anomalies and aberrations, and bring about reforms in the judiciary in response to the public complaints of the delay, corruption and irregularities in the law courts.
“Efforts are on for continuously improving the judiciary. The rate of clearance of cases at the Supreme Court was eight percent and it has increased to 19.2 percent as of July 16,” he said, adding that the Supreme Court has now started working full day on Friday at present to reduce the caseload of older cases.
The Acting Chief Justice insisted that the report on the reform of the judiciary submitted by Justice Hari Krishna Karki is under implementation for minimizing the anomalies and aberrations in the judiciary. The Bar and the Bench are moving ahead maintaining cordial coordination, he added.
“I feel a pang of guilt when I hear that there are pending cases from five years, seven years and 10 years back at the Supreme Court. We are striving to improve the situation by regularly clearing cases. I urge all the courts to do the same,” he shared.
Nepal Bar Association President Gopal Krishna Ghimire pointed out the need of strictly implementing the ‘Justice Hari Krishna Karki Report’ while honoring the good works accomplished by the judiciary. “Service-recipients are annoyed with the delay in justice delivery,” he commented.
Stating that preparations are afoot to bring all the law professionals under the tax net within three years, he stressed that the judiciary would be completely reformed if the judiciary employees, judges, legal professionals, government attorneys and the civil servants corrected themselves and improved their performance.
Commission for the Investigation of Abuse of Authority (CIAA) Secretary Toyam Rayamajhi suggested the courts to pay attention to speedy adjudication of cases.
Supreme Court Registrar Nirmala Poudel expressed happiness over the construction of the new building of the Special Court which adjudicates cases related to corruption and money laundering. She hoped for speedy investigation and finalization of cases in the coming days.
Director-General of the Money-Laundering Investigation Department, Prem Prasad Bhattarai stressed on the need of capacity enhancement of employees and the judges for speedy justice delivery.
On the occasion, Acting Chief Justice Karki inaugurated the building and also released the ‘Special Court Souvenir Journal, 2079BS’ commemorating the 20th anniversary of the Special Court.
Special Court Registrar Ashok Kumar Chhetri was felicitated on the occasion for making significant contribution to construction of the building.
Chairperson of the Special Court Shreekanta Poudel informed that the building was completed 145 days ahead than the deadline specified in the contract with the construction company and hoped the facility will facilitate in their works.
