HoR set to endorse Citizenship Bill sent back by President for ‘reconsideration’



KATHMANDU: The House of Representatives (HoR) is set to pass the Citizenship Bill sent back by President Bidya Devi Bhandari today.

The Bill will be presented in the HoR for reconsideration on Thursday.

According to the tentative schedule of the HoR, Home Minister Bal Krishna Khand will table the Citizenship Bill at the House for endorsement.

The meeting will discuss the Bill, and Minister Khand will respond to the queries raised by lawmakers.

Top leaders of the five-party coalition have already decided to endorse it as it is and send it to President Bhandari for authentication.

Meanwhile, lawmakers on Thursday will not be allowed to register their amendment proposals on the Citizenship bill.

It may be recalled that President Bhandari on Sunday sent back the Citizenship Bill that was sent to her for authentication after being endorsed by HoR and the National Assembly (NA).

The President while sending the Bill back to the Federal Parliament raised two issues – that the Bill is quiet about the provision of naturalized citizenship through marriage as per Article 11(6) of the Constitution.

President Bhandari has also raised concern about the provision requiring self-declaration by a woman to provide citizenship to her children.
