NC restricts previous PR-elected lawmakers from becoming PR candidates again



KATHMANDU: Nepali Congress (NC) has decided not to allow members of the House of Representatives and Province Assemblies elected through the Proportional Representation system on behalf of the party in earlier 2017 (2074 BS) elections to become the candidates under the same electoral system again.

Clause 33 (2) of the NC Statute has specified that the persons elected to the members of HOR and Province Assembly under PR system on behalf of the party would not be allowed to become candidates for the same again.

However, those elected under PR system in earlier parliamentary elections could be the candidates in the first-past-the-post election to the members of HoR and Province Assembly, informed NC party chief secretary Krishna Prasad Poudel.

The NC central parliamentary party determined the criteria and standards for the selection of candidates for HoR and provincial assembly elections under PR system.

Likewise, the meeting also decided not to allow the party members who were fielded as candidates for any posts in the last local elections to become candidates in the upcoming November 20 elections to the members of HoR and province assembly under PR system.

The meeting has decided to pay attention to the criteria such as bottom-up recommendation for candidacy from party’s different layers, qualifications of the individuals, morality, efficiency, contributions to the democratic movements, contributions to different layers and areas of the party organization and capacity to add popular votes to the party while selecting candidates.

Likewise, the parliamentary party took the decision to field at least one candidate from each electoral constituency while deciding PR candidates for both the HoR and Province Assembly electoral constituencies.
