Finance Ministry records problems facing national pride projects



KATHMANDU: The Finance Ministry has viewed that random planning of projects- avoiding actual need- was one of the significant reasons behind low development spending. Lack of clear legal provisions on selection and implementation of project warrants equal attention, according to the Ministry.

Currently, there are 25 national pride projects. Among them, only Upper Tamakoshi Hydropower Project has been completed. Similarly, construction of the Gautam Buddha International Airport at Bhairahawa has been finalized. Another International Airport at Pokhara has made progress.

However, the remaining projects have shown no noticeable progress. The Finance Ministry has further argued that preparatory works also lacked for the implementation of the project.

Other problems in the project implementation as the Ministry recorded are no clear standard for coordination among local and province levels, inadequate discussion with local people on benefits of the projects and its contribution to socio-economic transformation, initiation of procurement process without finalizing basics as project modality and estimation of time, sheer lack of coordination among government agencies, and human resources crunch, among others.
