In addition to reinstating the parliament, Deuba should be appointed as PM: Senior Advocate Kharel



KATHMANDU: Senior Advocate Satish Krishna Kharel said that the issue of dissolution of the House of Representatives would not be resolved only by re-instating the parliament, hence, leader Sher Bahadur Deuba should be appointed as Prime Minister.

Debating on the issue of dissolution of the parliament, Senior Advocate Kharel said on Sunday that Nepali Congress President Deuba should be appointed the prime minister as he had demanded so from the president with the signature of the majority of the parliamentarians.

“Saying that after issuance of order everything will go to the House of Representatives, the parliament will settle the rest will not be enough,” he said before the Constitutional Bench, “As leader Deuba has maintained a majority so far, the court should issue an order for appointing him a prime minister.”

Senior advocate Kharel said that considering the unconstitutional and strange behavior of the Prime Minister and the President, appointing Deuba as Prime Minister was mandatory.

Stating that the President has not fulfilled her constitutional obligation in forming the government as per Article 76 (5), Kharel remarked that the President should also reform herself.

Senior Advocate Kharel recalled that the then Nepal Communist Party lawmakers Dr. Bhim Rawal and Pampha Bhusal, who had reached the President’s Office last December demanding a special session of the House of Representatives, were not allowed to file a petition at the President’s Office for six hours.

“President Bidya Devi Bhandari who did not bother to let the lawmakers file the petition and held them at her office for six hours, has accepted Prime Minister KP Oli’s proposal at the blinking of the eyes as if he was dictated to submit the proposal by that time; it’s strange behavior of the President,” he said.
