Nepal remains unstable as long as provision prevails to elect PM thru parliament

‘I did not recommend for HoR dissolution this time’



KATHMANDU: Prime Minister KP Sharma Oli has claimed the House of Representatives (HoR) was dissolved not on his recommendation but as per the constitutional provision.

Speaking to a government-owned Nepal Television program, Prime Minister Oli said even though the HoR was dissolved on his recommendation for the first time, it was dissolved as per Article 76 (7) of the Constitution this time.

“I had made a recommendation for the first time for the HoR dissolution. President had dissolved the HoR and announced the dates for fresh mid-term polls accordingly. That was my recommendation. I did not make any recommendations this time.  The HoR was dissolved as per Article 76 (7) after the Prime Minister could not be appointed under Article 76 (5) of the Constitution,” said Prime Minister Oli.

Oli further said that the President can dissolve the HoR and announce dates for fresh elections on the recommendation of the Prime Minister under Article 76 (7) when the Prime Minister cannot be appointed as per Article 76 (5).

He further said this kind of political instability will exist as long as there is a constitutional provision to elect the Prime Minister through the parliament.

The majority is not possible as long as this provision prevails, said Oli, smelling a rat on the making of the Constitution to put Nepal always in instability.
