KATHMANDU: Barely 72 hours after failing to garner the support of the House of Representatives, Prime Minister KP Oli has succeeded in turning the game to his favor by creating an environment conducive to become the Prime Minister again.
PM Oli remained busy in political maneuvers and talks with his party leaders and the dissidents, including Madhav Kumar Nepal.
Constitutional experts, meanwhile, say not it is not possible for the opposition parties to stake a claim on the government within the stipulated time of 9 pm on Thursday given by President Bidya Devi Bhandari under Article 76 (2) of the Constitution.
Now that, even if the lawmakers of the Madhav Nepal faction submit their resignation to the Speaker now, it will be effective only from Friday, legal experts have to say.
This means that the way has been paved for PM Oli himself to be sworn in as the leader of the largest party under Article 76 (3) at any time as soon as the term given by the President expires at 9 pm.
On Thursday morning, CPN-UML Chairman Oli has revoked the suspensions of Madhav Nepal, Bhim Rawal, Ghanshyam Bhusal and Surendra Pandey, signaling that he was flexible for party unity and that he had abandoned his previous tough stance.
As the Nepali Congress and Maoist Center failed to garner a majority to stake claim for government formation, Prime Minister Oli is to be appointed again.
On one hand, the NC and Maoist Center could not win over JSP’s Mahantha Thakur faction to maintain a majority and on the other CPN-UML’s Madhav Kumar Nepal faction lawmakers said they would not tender mass resignation after PM Oli and leader Nepal agreed to form a task force to restore party committees status to May 16, 2018, and PM Oli agreed to scrap unilateral decision taken by the party in the past few months.
