NCSEU warns against endorsement of Federal Civil Service bill



KATHMANDU: Nepal Civil Service Employees Union (NCSEU) has warned against the passage of Federal Civil Service bill in the parliament.

At a press conference organized Tuesday to inform about Kathmandu declaration adopted by NCSEU’s national gathering and legal assembly, President Gopal Prasad Pokharel said the Federal Civil Service bill violates democratic norms.

The Federal Civil Service bill has been tabled in the parliament after necessary discussions in State Affairs and Good Governance Committee.

Pokharel warned that civil servants would go on a strike if the bill gets passed in the parliament. He said provisions in the bill contravene the constitution, are against fringe benefits and impede career development of employees.

NCSEU national gathering and legal assembly has also decided to run a signature campaign across the country against the bill.

The union’s Vice President Uttam Kumar Katwal said the bill also encroaches upon the jurisdictions of trade unions and neglects career development of blue-collared and low-ranked civil servants.

NSCEU politically aligns with the Nepali Congress party.
