Corruption overshadows good deeds in Nepal Army

KATHMANDU: The corruption cases in the Nepal Army and the measures taken to curb them over the last two years have overshadowed the good deeds carried out by the most disciplined organization of the nation.

On the flip side, given the updated record of the NA’s last two years, it feels that the reward and punishment system is going on simultaneously in the organization.

NA record shows that 126 including 13 Lieutenant Generals, 60 officers, 10 junior commissioned officers(JCOs) and 43 others  were awarded with medals and decorations in 2018/19 whereas 265 including  nine Lieutenant Generals, 117 Officers, 28 JCOs and 111 others got the commendation badge in the same year.

Likewise, 307 including eight officers, 69 JCOs and 230 others got special promotion and 153 including five Lieutenant Generals, three officers and 145 others got honorary promotion in 2018/19. Not only this, Nepal Army honored one JCO in peacekeeping mission and provided cash reward to 385 including  four officers, 15 JCOs and 366 others the same year.

NA honored 99 people including 16 Lieutenant Generals, 59 Officers, 7 JCOs and 17 others with medals and decorations in 2019/20. Similarly, 490 people got commendation badge that year. Among those who got commendation badge there are five Lieutenant Generals, 145 officers, 64 JCOs and 276 others.

As many as 307 including eight officers, 69 JCOs and 230 others got special promotion. Similarly, one officer got the opportunity for receiving training abroad this year.

NA offered honorary promotion to 1 officer, 109 JCOs and 1 more in Peace Keeping Mission. Similarly, 4 officers, 11 JCOs and 36 others received cash reward for their amendable performance.

Likewise, 16 agencies including one depot, 11 battalion, one brigade, one division and 1 non-military agency got commendation badge this year.

Meanwhile, NA record shows that NA has taken action against corruption, misappropriation, abuse of power and many other allegations.  Five officers including the generals got their promotion halted in 2018/19 and two more got demotion. Similarly 27 got their allowance curtailed whereas 17 got reprimanded and three were dismissed from their post. NA alerted 52 about the NA ideals.

Likewise, the year saw the promotion suspension of 181 JCOs and others, demotion of 53, allowance suspension of 86 personnel.  As many as 180 were penalized with fine whereas 39 got suspension and 222 were sent behind the bars in 2018/19. Likewise, in these junior ranks of NA also  306 were sacked from their office whereas 52 were warned for not sticking to NA ideals.

Similarly, the year 2019/20 also witnessed the strict action against both the senior and junior officials for demurring and deterring NA ideals. According to NA sources, among the senior officials at NA six got their promotion suspended and three saw the dismissal this year whereas three got demotion while seven were fined for breaching NA code of conduct.  Not only this,  five of such officials were sent behind the bars and 42 others alerted about the consequences of misdeeds.

Among JCOs and others 177 got their promotion halted, 80 saw demotion, 112 got their salary and allowance suspended and 220 were made to pay back the revenue whereas 4 more got their tenure nullified, 64 were made to pay fine and 192 were sent to prison.

The record shows that 283 of this group got fired from job and 282 were alerted against the breach of NA ideals.

The details about the punishment and reward in the military organization hint that it’s committed to transparency, intolerance towards corruption and breach of ideals and the commitment to accountability as well.
