Prez Bhandari issues ordinance related to party split

KATHMANDU: President Bidya Devi Bhandari has issued two ordinances including an ordinance related to a political party on Monday.

Issuing a statement, the Office of President said that ordnance related to Constitutional Council (Functions, Duties, Powers and Procedures) (First amendment), 2077 and another ordinance related to Political Party (Second amendment), 2077 have been issued in line with Article 114 of the Constitution.

A meeting of Council of Ministers earlier today had forwarded the ordinances before the President.

The ordinance to amend the Political Parties Act has been issued for changing a provision that requires at least 40 percent members of Parliamentary Party and Central Committee for splitting a political party.

Amendment has been made so that a new party can be split with at least 40 percent of members of Parliamentary Party or Central Committee.

Another ordinance related to Constitutional Council allows holding a meeting of the Constitutional Council and making a decision sans the presence of a leader of the main opposition.

The Constitutional Council, headed by the prime minister, consists of the chief justice, Speaker and Deputy Speaker of the House of Representatives, chairman of the National Assembly, and leader of the main opposition as members.

The Council is mandated to recommend the chief justice, along with ambassadors and chairpersons and officials for various constitutional bodies.

According to the Constitution, the ordinances will be automatically invalid if their replacement bills are not endorsed by the House within 60 days of their issue from the president or commencement of the House session.
