KATHMANDU: The government, in a bid to undertake vocational training programs through a one-door system, will be preparing to establish the ‘Technical and Vocational Education and Training Fund’.
The Fund aims to avoid duplication in technical and vocational education and training programs and operate them through an integrated channel, it is said.
The National Planning Commission has already prepared an approach paper for the establishment of the Fund. A task force coordinated by NPC member Dr Usha Jha had worked on the paper. The task force comprised joint-secretaries from several 10 ministries.
Presently ministries of education, industry and labor implement 10 youth-targeted projects in partnership with development partners. It said despite having multiple programs from the government level for youths, the expected results still remain a far cry and the Fund will help find better results.
NPC vice chair Dr Pushpa Raj Kandel said, ”There will be no issue of duplication in youth-related programs once the Fund is set up and brought into operation and it will help reach such programs to the eligible but unreacted youth groups.”
The Fund’s Directive Committee will be chaired by NPC Vice Chair and its Secretariat will be based in the Ministry of Education, Science and Technology.
The Committee will have the participation of NPC member (education) and secretaries from the ministries of finance; industry, commerce and supplies; labor and transport; culture, tourism and civil aviation; and federal affairs, and the local governments.
