KATHMANDU: The proposal seeking consideration on the constitution amendment bill submitted by the government to the House of Representatives has been unanimously approved.
The ‘Proposal to consider the Second Amendment Bill of the Constitution of Nepal’ has been unanimously approved.
With this, the MPs now get 72 hours to register amendment, if any, in the proposed bill.
Law Minister Shivamaya Tumbahangphe replied after the lawmakers put forward their views on Tuesday’s meeting.
After the reply, Speaker Agni Prasad Sapkota had submitted a motion to consider the amendment bill.
After no voice was raised in the opposition, Speaker Sapkota announced that the law minister’s proposal was unanimously approved.
Immediately, all the parliamentarians applauded.
The next meeting of the House of Representatives is scheduled to be held at 11 am on Wednesday.
The constitution is being amended to make the Coat of Arms the part of the Constitution after the government issued a revised map of the country by incorporating Kalapani, Lipu Lekh and Limpiyadhura on May 20.
With the amendment of the constitution, the country’s map in the Coat of Arms will be new- the revised one. Nepal has taken the stand that Limpiyadhura is the origin of the Kali River and thereby the land east of Kali River belongs to Nepal as per the Sugauli Treaty.

Lawmakers speaking in the discussion over the bill on amendment of the constitution hailed the government’s effort to bring a revised map, arguing it would help build Nepal’s strong position on international border.
In the HoR discussion on the proposal seeking consideration on the ‘Constitution of Nepal’ (2nd amendment) Bill, 2077′ presented by Minister for Law and Parliamentary Affairs, Shivamaya Tumbahangphe, Nepali Congress lawmaker Pradip Giri said Nepal’s territory needs to be retrieved with adequate homework.
Same party lawmaker Dilendra Prasad Badu said the discussion on the bill is a historic initiative for the nation. It is historic because it is the step to bring back Nepali land as mentioned by the Sugauli Treaty, he argued.
NCP lawmakers Mahesh Basnet and Gokul Banskota hailed the government for its efforts to bring back the encroached land.
Nepali Congress lawmaker Dilendra Prasad Badu said that the step was historical. Similarly, NC lawmaker Bhimsen Das Pradhan argued that Prime Minister Oli was getting a chance to return the encroached land back and it was a test of his nationalism.
NCP lawmaker Bhumi Tripathi opined that the step would be strong proof for talks with India. Likewise, Lal Babu Pundit opined to internationalize the issue if India denies sitting for a dialogue.
NCP lawmakers Bimala BK, Bishal Bhattarai, Man Kumari JC, Rajendra Gautam, Som Pandey, Ram Kumari Jhakri, Ganesh Thagunna, Jhapat Rawal also seconded Pundit’s view.
Lawmakers Methmani Chaudhary, Juli Kumari Mahato, Ghanashyam Khatiwada, Rekha Kumari Jha, Lila Nath Shrestha, Mohan Baniya, Sher Bahadur Tamang, Nar Bahadur Dhami, Maheshwar Jang Gahatraj, Tek Bahadur Basnet, Dr. Deepak Bhatta, Nira Devi Jairu, Pabitra Kumari Niraula, Sujita Shakya, Narayan Prasad Marasaini among others had taken part in the deliberations.
