Three levels’ cooperation stressed for implementation of federalism



POKHARA: Cooperation among the three-tier government is stressed for the implementation of federalism.

Speaking at a program organized by the State Assembly Secretariat Gandaki State and UNDP’s Parliament Support Project here today, National Assembly (NA) chair Ganesh Prasad Timilsina said federalism was totally new practice for Nepal and many things would be learned over the course of its implementation.

The Upper House chair said the bill relating to shared rights among the three levels was under discussion at the NA Legislation Committee.

The program participants said federalism was achieved after a long struggle of the Nepali people, underlining the need of moving ahead by implementing the constitutional provisions.

NA vice-chair Shashikala Dahal insisted on the need of removing complexities seen in the practice of federalism, adding that its effectiveness would depend on the level of cooperation among the three-level government.

Gandaki State chief Amik Sherchan said Nepal was in a probation period in view of the implementation of federalism which is according to him more inclusive and proportional than the traditional democratic system.

Gandaki state chief minister Prithvi Subba Gurung said the success of federalism depended upon the government performance.
