KATHMANDU: The Ministry of Home Affairs (MoHA) has issued a five-point circular to all District Administration Offices (DAOs), directing them to improve facilitation and ensure effective service delivery.
The circular, issued by Ministry Joint Secretary Ananda Kafle, aims to ensure that services are provided to citizens in a transparent, hassle-free, prompt, simple and effective manner.
According to the circular, District Administration Offices have been instructed to monitor and take legal action against individuals involved in illegally collecting money from service recipients in the name of providing assistance or facilitating access to government services.
The offices have also been directed to give priority in service delivery to persons with disabilities and those who are ill or infirm, pregnant women and women with young children, senior citizens, and service recipients who have travelled from distant areas to access government services.
The circular states that the Citizen Support Desk should provide, free of charge, all types of applications and forms used by District Administration Offices, online form-filling services for national identity cards and passports, photocopying and scanning services, as well as document printing and email services for sending and receiving documents.
The ministry has instructed all government and non-government offices in the districts to arrange for the Citizen Support Desk to provide free assistance based on the nature of services offered by the respective offices.
Similarly, the Ministry of Home Affairs has directed the offices to regularly disseminate information required by service recipients, including details of procedures, through their official websites, social media platforms and other appropriate channels to improve service delivery.
The offices have also been instructed to update their websites regularly.
