KATHMANDU: Former Government Secretary and senior urban planner Kishore Thapa has been appointed as the Chairperson of the Service Commission of Tribhuvan University (TU).
Prime Minister and Chancellor of Tribhuvan University Balen Shah appointed Thapa to the position.
Similarly, Prof. Dr. Regina Maskey has been appointed as a member of the Service Commission.
According to university sources, both appointments were made with the objective of making the Service Commission more effective, transparent, and oriented toward merit-based human resource management.
The recommendation committee, led by Pro-Chancellor and Minister for Education and Sports Sasmit Pokharel, reviewed applications, conducted evaluations and interviews, and shortlisted three candidates for the position of chairperson before submitting recommendations to the chancellor. Thapa was appointed based on the committee’s recommendation.
The university had invited applications from eligible candidates for the post in Jestha. Candidates were assessed based on qualifications, experience, leadership capacity, and performance before recommendations were finalized.
Known as an architect and urban planner, Thapa served in Nepal’s civil service for more than four decades in various leadership roles.
He previously served as secretary at the Ministry of Urban Development, Ministry of Education, Ministry of Culture, Tourism and Civil Aviation, and the Water and Energy Commission Secretariat, among other institutions.
Thapa also played a leading role in formulating and implementing major government policies and programmes, including the National Housing Plan, National Urban Development Strategy, Technical and Vocational Education and Training Policy, and Nepal Tourism Year 2011.
Following the earthquake, he contributed as an expert member of the directive committee under the National Reconstruction Authority.
Currently, Thapa is associated with the Nepal Institute of Urban and Regional Studies as an urban planning expert and serves as a visiting faculty member at Kathmandu University.
He has extensive experience in housing, urban development, infrastructure, disaster management, and public policy.
