KATHMANDU: The Ministry of Federal Affairs and General Administration has directed all ministries, commissions, and secretariats to ensure effective implementation of the civil service code of conduct.
In a circular issued by Secretary Chandrakala Paudel, the ministry emphasized the enforcement of point 13 under the government’s “100-point governance reform agenda,” approved by the Council of Ministers on March 27.
The provision calls for strict adherence to the code of conduct to address existing issues such as corruption, delays in service delivery, and unfriendly behavior toward service seekers.
It aims to transform the bureaucracy into a more accountable, service-oriented, citizen-centric, and exemplary system.
The directive also stresses that civil servants must maintain professional integrity and work in a fair, neutral, and impartial manner while effectively implementing government decisions.
The ministry has instructed all bodies to ensure full compliance with existing laws, including the Civil Service Act, Civil Service Regulations, and the Code of Conduct Regulations for Civil Servants, along with regular monitoring of implementation.
