KATHMANDU: The National Planning Commission has held discussions on plans and programs proposed by four ministries for the upcoming fiscal year 2026/27.
According to spokesperson Hari Sharan Pudasaini, the discussions were conducted in coordination with the Ministry of Finance as part of the initial phase of budget formulation.
The meeting focused on proposals from the Ministry of Home Affairs, Ministry of Land Management, Cooperatives and Poverty Alleviation, Ministry of Youth and Sports, and Ministry of Women, Children and Senior Citizens.
The commission had also held similar discussions on Sunday with the Ministry of Finance, Ministry of Foreign Affairs, and Ministry of Law, Justice and Parliamentary Affairs.
Ministries are currently entering their proposed plans and programs into the Line Ministry Budget Information System (LMBIS), based on the medium-term expenditure framework prepared by the commission, budget ceilings set by the National Resource Estimation Committee, and guidelines issued by the Ministry of Finance.
As per the Financial Procedures and Fiscal Responsibility Act, 2019, ministries are required to prepare and submit their policy, program, and budget proposals within the given ceiling and guidelines to the NPC and the Ministry of Finance within the stipulated deadline. The Finance Ministry had set March 29 as the deadline for submission.
Newly appointed Finance Minister Swarnim Wagle has stated that a transformative budget will be introduced for the upcoming fiscal year.
In line with this, the Ministry of Finance has instructed ministries to propose only those projects that align with existing government policies and periodic plans, have completed preliminary preparations, include cost estimates, and provide projections of expenditure and resources for the next three years.
The commission said discussions are also being guided by the ruling party’s election manifesto, the 100-point governance reform agenda approved by the Cabinet on March 27, and the Good Governance Roadmap 2026 while selecting plans and programs for the upcoming budget.
